Suhoolah helps government and public-sector entities identify accessibility issues, measure progress, address assessment feedback, and prepare stronger technical evidence for national digital-government assessments and internal performance reviews.

The service is provided as a 12-month programme aligned with the entity’s assessment calendar. The quotation is prepared only after Suhoolah reviews the public digital estate, including the number of websites, pages, services, languages, and mobile applications.

What the annual programme provides

The programme keeps accessibility work active throughout the year. The entity does not need to wait until the assessment deadline or attempt to complete accessibility evidence and remediation at the last moment.

Important: The Suhoolah rating is a technical progress measure. It is not an official government score. Official ratings and maturity results remain determined by the responsible government authority.

Public-first and controlled access

The standard service assesses publicly available pages and services. Suhoolah will not request access to source code, internal systems, administrative interfaces, staging environments, or authenticated pages unless the entity specifically requests that they be included in the agreed scope.

If restricted testing is requested, the entity controls the access provided. Suhoolah uses only the access required for the agreed assessment and does not modify systems or code unless a separate implementation service is expressly agreed.

Oman — Ejada Digital Proficiency Assessment

For Omani government entities, Suhoolah can align annual testing, progress ratings, bilingual reporting, remediation support, and evidence preparation with both half-year Ejada assessment periods. The programme helps the entity act on accessibility-related questions and feedback while maintaining a continuous record of improvement across the contract year.

Saudi Arabia — Digital Experience Maturity Index for Government Services

Saudi Arabia’s annual index measures the maturity of government digital platforms and services through beneficiary satisfaction, user experience, complaints handling, and technologies and tools. Its Digital Inclusion Sub-Index focuses on equal and effective access for all groups, including persons with disabilities and older people. Suhoolah can support platform testing, digital-inclusion evidence, issue remediation, and progress reporting against the entity’s relevant scope.

United Arab Emirates — UAE Digital Government Online Service Index

The UAE index provides criteria for measuring the digital quality of government services through the Digital Services Quality Index and for assessing digital participation and open-data achievements. Suhoolah can support the accessibility and inclusive-service aspects of the entity’s digital quality work through repeatable testing, documented findings, bilingual reports, and verified remediation progress.

Qatar — Digital Transformation Maturity Index Model for Government Entities

Qatar’s model evaluates government entities’ commitment to foundational digital-transformation standards and their progress against established benchmarks. Suhoolah can provide accessibility testing, progress evidence, remediation tracking, and reports that support the entity’s internal assessment and improvement plan.

Bahrain — Government digital-service and accessibility requirements

Suhoolah can support Bahraini government entities against the applicable digital-service, web accessibility, procurement, or internal assessment requirements identified by the entity. The scope is confirmed after reviewing the relevant official standard, tender, or assessment material.

Kuwait — Government digital-service and accessibility requirements

Suhoolah can support Kuwaiti government entities against the applicable digital-service, accessibility, tender, or internal assessment requirements. The service is tailored after the entity provides or identifies the relevant framework and required evidence.

We first review the applicable programme, accessibility standards, assessment guide, government feedback, procurement requirements, and requested scope, then tailor the annual testing, reporting, remediation, and evidence package accordingly.

How the quotation is prepared

Each request covers one exact website address only. Suhoolah does not automatically include other domains, hostnames, portals, or mobile applications. Any additional website or application requires a separate request and quotation.

After the request is received, Suhoolah discovers the unique public pages available on the submitted website address, groups them by unique page template, and identifies shared interactive components and proposed critical user journeys. Automated testing is proposed for the approved public-page scope, while manual testing is estimated from the confirmed templates, components, and journeys rather than every individual page.

The discovery result and recommended annual effort are sent to authorized Suhoolah staff for verification. Staff can correct the detected scope, adjust specialist testing and manual hours, review the entity’s RFQ or government feedback, and approve the final quotation before anything binding is issued.

No public price is stated before this review. Authenticated pages, source-code review, internal systems, documents, and native mobile applications are outside the standard public-website request and are included only through a separately agreed scope.
